1. DESCRIBE UNIQUE, INNOVATIVE, AND MERITORIOUS METHODS, APPROACHES, OR CONCEPTS DEMONSTRATED BY THE PROPOSAL. THE OFFEROR IS UNIQUELY POSITIONED TO DO THE WORK PROPOSED, HAVING PERFORMED SIMILAR OBSERVATIONS AND ANALYSIS OVER MANY YEARS USING THE HUBBLE SPACE TELESCOPE. THE UTILIZATION OF A LARGE EUROPEAN SCIENTIFIC COMMUNITY THROUGH THE KEPLER ASTEROSEISMIC SCIENCE CONSORTIUM (KASC) ENABLES A SUBSTANTIAL AMOUNT OF WORK TO BE ASSIGNED FOR GENERAL RESEARCH, BUT WITH IMPORTANT FEEDBACK TO THE KEPLER MISSION REGARDING THE SIZE OF THE TARGET STAR, ENABLING BOTH A SEPARATION OF STELLAR DWARFS FROM GIANTS AS WELL AS IMPROVED ESTIMATES OF STELLAR DIAMETERS RESULTING IN A BETTER DETERMINATION OF PLANETARY DIAMETERS. 2. OVERALL SCIENTIFIC, TECHNICAL, OR SOCIOECONOMIC MERITS OF THE PROPOSAL. THE PROPOSAL PROVIDES FOR THE ANALYSIS OF INTRINSIC STELLAR VARIABILITY (ASTEROSEISMOLOGY), WHICH IS AN IDENTIFIED GOAL OF THE KEPLER MISSION. THE OFFEROR IS THE CHAIR OF THE KEPLER STEROSEISMIC INVESTIGATION TEAM, AND HAS RESEARCHED THIS FIELD FOR MORE THAN A DECADE. THE WORK PROPOSED WILL SIGNIFICANTLY ENHANCE THE KNOWLEDGE OF THE CHARACTER AND TYPES OF STARS HOSTING PLANETARY SYSTEMS, AS WELL AS SUBSTANTIALLY ADVANCING THE INDEPENDENT KNOWLEDGE OF ASTROPHYSICS. THE PROPOSAL ENHANCES INTERNATIONAL COOPERATION BY PROVIDING ACCESS TO KEPLER DATA TO A LARGE EUROPEAN SCIENTIFIC COMMUNITY. 3. POTENTIAL CONTRIBUTION OF THE EFFORT TO THE AGENCY'S SPECIFIC MISSION. INTEREST IN EXOPLANETS (PLANETS BEYOND OUR SOLAR SYSTEM) IS A GROWING FIELD OF INTEREST AND IS AN IMPORTANT ASPECT OF THE NASA STRATEGIC PLAN. THE WORK PROPOSED HERE SUBSTANTIALLY IMPROVES THE ABILITY OF THE KEPLER MISSION TO MEET ITS MISSION OBJECTIVES. IT IS FOR THIS REASON THAT THE OFFEROR WAS IDENTIFIED IN KEPLER'S SUCCESSFUL RESPONSE TO THE DISCOVERY MISSION #10 AO, AND WAS FORMALLY APPROVED AS A KEPLER CO-INVESTIGATOR. 4. THE OFFEROR'S CAPABILITIES, RELATED EXPERIENCE, FACILITIES, TECHNIQUES, OR UNIQUE COMBINATIONS OF THESE THAT ARE INTEGRAL FACTORS FOR ACHIEVING THE PROPOSAL OBJECTIVES. THE OFFEROR HAS BEEN ACTIVELY ENGAGED IN THIS FIELD OF RESEARCH FOR MANY YEARS, LARGELY AT THE FOREFRONT. HE IS EXPERIENCED IN THE FIELD OF PHOTOMETERY AND HAS APPLIED HIS TECHNIQUES TO NUMEROUS HST OBSERVATIONS. DR. GILLILAND IS EXPERIENCED AT WORKING WITH THE HST USER COMMUNITY AND HENCE IS UNIQUELY QUALIFIED TO FILL THE KEPLER LIAISON ROLE TO THE ASTEROSEISMOLOGY COMMUNITY. ADDITIONALLY, DR. GILLILAND PROVIDES THE MISSION WITH A UNIQUE ACCESS TO THE HST FOR FOLLOW-UP OBSERVING OF HIGH PRIORITY TARGETS, AND HAS INDEPENDENTLY DEVELOPED PHOTOMETRIC ALGORITHMS TO SEARCH FOR PLANETS, WHICH WILL BE USED TO INDEPENDENTLY VALIDATE THE PERFORMANCE AND FINDINGS OF THE PRIMARY KEPLER PIPELINE ALGORITHMS. - $8,700,000 - Thursday the 26th of January 2012
