FOR SWIFT, WE HAVE PREVIOUSLY IMPLEMENTED BROAD EFFORTS THAT HAVE CONTRIBUTED TO NASA S SCIENCE MISSION DIRECTORATE E/PO PORTFOLIO ACROSS MANY OUTCOME AREAS. FOR FISCAL YEARS (FY) 2012-2014, AS A RESULT OF SIGNIFICANT REDUCTIONS IN FUNDING, WE HAVE CHOSEN TO STRATEGICALLY FOCUS OUR EFFORTS ON HIGHLY-LEVERAGED AND DEMONSTRABLY SUCCESSFUL ACTIVITIES, INCLUDING THE WIDE-REACHING ASTROPHYSICS EDUCATOR AMBASSADOR PROGRAM, AND OUR POPULAR WEBSITES: EPO S CHRONICLES AND THE GAMMA-RAY BURST (GRB) SKYMAP. WE WILL ALSO CONTINUE TO MAKE MAJOR CONTRIBUTIONS WORKING COLLABORATIVELY THROUGH THE ASTROPHYSICS SCIENCE EDUCATION AND PUBLIC OUTREACH FORUM (SEPOF) ON THE ON-LINE EDUCATOR PROFESSIONAL DEVELOPMENT COURSE NASA S MULTIWAVELENGTH UNIVERSE. - $60,000 - Friday the 10th of July 2015

PUBLIC AFFAIRS AND PUBLIC RELATIONS ARE IMPORTANT PARTS OF NASA S OUTREACH EFFORT TO THE GENERAL PUBLIC. HOWEVER, AS DELINEATED IN THE EXPLANATORY GUIDE TO THE NASA SCIENCE MISSION DIRECTORATE EDUCATION&PUBLIC OUTREACH EVALUATION FACTORS (2010), PUBLIC RELATIONS AND PUBLIC AFFAIRS CANNOT BE FUNDED THROUGH SCIENCE MISSION DIRECTORATE (SMD) EDUCATION AND PUBLIC OUTREACH (E/PO) PROGRAMS. ON PAGE 34, THIS GUIDE CLEARLY STATES PUBLIC AFFAIRS OR PUBLIC RELATIONS (PR) PRODUCTS AND ACTIVITIES ARE IMPORTANT TO PUBLIC AWARENESS, BUT THEY ARE NOT APPROPRIATE FOR FUNDING BY THE SMD E/PO PROGRAM. PR PRODUCTS MAY INCLUDE PRESS CONFERENCES, PRESS RELEASES, VIDEO CLIPS, MISSION-RELATED BROCHURES, POSTERS, LITHOGRAPHS, AND TOYS. IN ACCORDANCE WITH THIS POLICY, NASA S SWIFT AND FERMI GAMMA-RAY SPACE TELESCOPE MISSIONS HAVE SEPARATED THE FUNDING TO SUPPORT PUBLIC RELATIONS EFFORTS FOR EACH MISSION FROM EACH MISSION S E/PO PROGRAM. PUBLIC RELATIONS EFFORTS ARE SUPPORTED BY A TEAM OF INDIVIDUALS FROM EACH SCIENCE TEAM, BY SCIENCE WRITERS, AND ANIMATORS EMPLOYED AT NASA GODDARD SPACE FLIGHT CENTER, AND (SINCE 2003) BY PROF. LYNN COMINSKY AT SONOMA STATE UNIVERSITY (SSU). PROF. COMINSKY SERVES AS THE PRESS OFFICER FOR BOTH SWIFT AND FERMI, AND SSU S SCIENTIFIC ILLUSTRATOR AURORE SIMONNET CREATES ILLUSTRATIONS FOR PRESS RELEASES, BROCHURES, FLYERS AND OTHER ITEMS THAT ARE DISTRIBUTED TO THE GENERAL PUBLIC, OR THAT ARE FOR USE BY SCIENTISTS FOR PUBLIC RELATIONS PURPOSES. WE PROPOSE A UNIQUE THREE-PART PILOT PROGRAM TO FILL AN IMPORTANT "MISSING LINK" IN NASA'S SECONDARY SCHOOL K-12 EDUCATIONAL PIPELINE. OUR PROGRAM WILL ALSO BE APPLICABLE TO INFORMAL EDUCATION SETTINGS, INCLUDING SUMMER PROGRAMS, MUSEUMS AND TECHNOLOGY CENTERS, AND AFTER-SCHOOL CLUBS. 1) WE WILL DEVELOP A STANDARDS-ALIGNED EDUCATOR GUIDE FOR SECONDARY-SCHOOL CLASSROOMS AND INFORMAL EDUCATION GROUPS THAT WILL TEACH THE DESIGN AND EXPERIMENTATION SKILLS NEEDED TO BUILD, FLY AND ANALYZE DATA FROM SMALL SCIENTIFIC PAYLOADS ON A VARIETY OF LAUNCH PLATFORMS, INCLUDING HIGH-POWERED ROCKETS AND HIGH ALTITUDE BALLOONS. 2) WE WILL USE THE GUIDE AND ADDITIONAL RESOURCE MATERIALS TO CONDUCT A WEEK-LONG TRAINING SESSION FOR PARTICIPATING FORMAL AND INFORMAL EDUCATORS, IN WHICH THEY BUILD THEIR OWN SMALL SATELLITES, HELPING US TO DEVELOP AND TEST THE MATERIALS IN THE GUIDE. THE EDUCATORS WILL THEN BE ABLE TO GUIDE THE STUDENTS' WORK DURING THE NEXT YEAR, FACILITATING THE USE OF THE EDUCATOR GUIDE ACTIVITIES IN CLASSROOMS AND INFORMAL EDUCATION SETTINGS. TRAINING MATERIALS WILL BE FREELY AVAILABLE ON-LINE FOR FUTURE USE AND WILL MEET NASA'S COMMUNICATION AND ACCESSIBILITY STANDARDS. 3) ONCE COMPLETED, STUDENT-BUILT SMALL SATELLITE PAYLOADS WILL BE ABLE TO BE LAUNCHED BY PARTNERS INCLUDING: CALIFORNIA'S AEROPAC PREFECTURE OF THE TRIPOLI ROCKETRY ASSOCIATION, THE LUNAR CHAPTER OF THE NATIONAL ASSOCIATION OF ROCKETRY (NAR) AND THE ROCKET CLUB OF CALIFORNIA (ROC), AS WELL AS THROUGH PROGRAMS SUCH AS BALLOON FEST. STUDENTS WILL BE ABLE TO VIEW MANY OF THE FLIGHTS THROUGH THE USE OF THE VIRTUAL CLASSROOM, AND WILL BE ABLE TO COLLECT AND ANALYZE THE RESULTING DATA. THIS PROGRAM WILL PROVIDE UNPARALLELED ACCESS TO THE DESIGN, DEVELOPMENT AND FLIGHT PROCESS FOR HUNDREDS OF STUDENTS INVOLVED IN THE PILOT TEAMS, WHILE ALLOWING THOUSANDS OF ADDITIONAL STUDENTS TO PARTICIPATE ONLINE IN THE FLIGHT EVENTS AND DATA COLLECTION AND ANALYSIS.
