FOR COMMERCIAL FACILITIES AND SERVICES TO RECEIVE, STORE, AND SHIP 443,000 BARRELS OF U. S. GOVERNMENT-OWNED PETROLEUM PRODUCT, JET A/JP8, JET AVIATION FUEL, WITH OR WITHOUT ADDITIVES, WITHIN A 25 MILE RADIUS OF DOVER AIR FORCE BASE, DELAWARE. THIS SERVICE REQUIREMENT IS FOR A CONTRACTOR-OWNED, CONTRACTOR-OPERATED (COCO) FUEL STORAGE TERMINAL. THE TERMINAL SHALL HAS A MINIMUM OF TWO INTERCONNECTED TANKS CAPABLE OF BEING ISOLATED FROM OTHER FACILITIES AND PRODUCTS HANDLED WITHIN THE TANK FARM. THE FACILITY HAS THE CAPABILITY TO RECEIVE BY TANK TRUCK, BARGE, AND SHIP VIA TANK TRUCK AND PIPELINE TO DOVER AFB.
