THIS PROPOSAL OUTLINES A PLAN FOR A COLLABORATIVE RELATIONSHIP VIA A GRANT BETWEEN NASA'S INDEPENDENT VERIFICATION AND VALIDATION (IV&V) FACILITY AND FAIRMONT STATE UNIVERSITY (FSU) IN SUPPORT OF THE CONTINUED EXISTENCE OF AN EDUCATOR RESOURCE CENTER (ERC). THE WORK OF THE ERC BRINGS LIFE TO THE VISION AND MISSION OF THE NASA IV&V FACILITY TO EXPAND OPPORTUNITIES FOR WEST VIRGINIA'S EDUCATORS WHO ARE DEDICATED TO THE PROMOTION OF SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) EDUCATION. ADDITIONALLY, THE COLLABORATION WILL OFFER EDUCATORS ACCESS TO FACILITIES AND SUPPORTED APPLICATION OF EXPERTISE IN THEIR EFFORTS TO MEET NATIONAL AND STATE STEM EDUCATION STANDARDS. SPECIFIC IV&V FACILITY ERC PROGRAM GOALS: INCREASE AWARENESS OF THE ERC AMONG K-16 EDUCATORS IN WEST VIRGINIA TO INCREASE DISSEMINATION OF NASA CURRICULUM SUPPORT PRODUCTS; INCREASE USE OF AND IMPROVE ERC LOAN EQUIPMENT TO INCREASE THE PUBLIC S AWARENESS OF THE ERC AS A RESOURCE FOR CURRICULAR SUPPORT MATERIALS; BUILD PARTNERSHIP WITH ALL STATE COLLEGES AND UNIVERSITIES TO FACILITATE PRE-SERVICE AND IN-SERVICE TEACHER TRAINING ON NASA CURRICULAR SUPPORT PRODUCTS AND EDUCATIONAL TECHNOLOGY; AND, TO ALIGN THE GOALS AND OBJECTIVES OF THE ERC, THE NASA EDUCATOR RESEARCH CENTER NETWORK (ERCN) TO MAINTAIN CONSISTENCY WITH NASA GOALS AND OBJECTIVES. AT A TIME WHEN THE DEMANDS FOR STEM QUALIFIED PROFESSIONALS CONTINUALLY INCREASES, FSU AND THE NASA IV&V FACILITY CONTINUE IN A SUCCESSFUL PARTNERSHIP DESIGNED TO: INSPIRE AND MOTIVATE STUDENTS ENCOURAGE AND SUPPORT EDUCATORS; AND, ENGAGE THE SURROUNDING COMMUNITY. NASA IV&V AND FSU ARE COMMITTED TO FOCUSING THE WORK OF THE ERC TO THE DEVELOPMENT OF A NEW GENERATION OF EXPLORERS, PROBLEM SOLVERS, AND LEADERS IN STEM RELATED FIELDS. WEST VIRGINIA CAN BOAST THAT 92% OF ITS SCIENCE AND MATH EDUCATORS ARE CERTIFIED---AN IMPRESSIVE NUMBER THAT RANKS US 2ND IN THE NATION IN CERTIFICATION. HOWEVER, THE RANKING OF WEST VIRGINIA STUDENTS ACT SCORES IS 37TH IN THE NATION FOR SCIENCE SCORES AND 47TH IN MATH[1] THE ERC IS DETERMINED TO SUPPORT EVERY EFFORT MADE BY THESE HIGHLY QUALIFIED EDUCATORS TO SUCCEED IN RAISING STUDENT ACHIEVEMENT SCORES IN STEM FOCUS AREAS, EVEN AS THEY STRIVE TO RAISE THEIR OWN PROFESSIONAL ASPIRATIONS AND THE ASPIRATIONS OF THE STUDENTS OF WEST VIRGINIA.
