OTHER FUNCTION: PORTFOLIO ANALYSIS TO BE USED BY ISRP AND PROJECT LEADERSHIP TO HELP INFORM THEIR INVESTMENT DECISIONS WITHIN THE PROJECT INCLUDING THE FOCUS AREAS: 1) SYSTEMS ANALYSIS; 2) SIMULATION AND MODELING, 3) CERTIFICATION METHODOLOGY; AND 4) FLIGHT TEST TECHNIQUES. THIS ANALYSIS SHALL IDENTIFY AND ENUMERATE THE REQUIRED LEVELS OF PERFORMANCE, BENEFITS, AND THE RISKS OF THE PORTFOLIO S CONCEPTS, CAPABILITIES, AND TECHNOLOGIES WITH THE OBJECTIVE TO ENABLE SAFE AND EFFECTIVE OPERATION OF UAS INTO THE NATIONAL AIRSPACE SYSTEM AS IT IS EVOLVING INTO NEXTGEN. THIS WILL BE A COLLABORATIVE EFFORT INVOLVING THE CONTRACTOR PRIMARILY WITH NASA, BUT ADDITIONAL COLLABORATION WITH OTHER GOVERNMENTAL AGENCIES INCLUDING THE JPDO, FAA, DOD, DHS, FEMA, NOAA AT A MINIMUM WILL ALSO BE REQUIRED (TO INCLUDE AND BE COGNIZANT OF OTHER PORTFOLIOS AND STAKEHOLDERS).
