DESPITE RECENT IMPROVEMENTS IN TROPICAL CYCLONE TRACK FORECASTS, TROPICAL CYCLONE INTENSITY REMAINS DIFFICULT TO PREDICT, LARGELY BECAUSE OF ERROR IN HOW THE INITIAL VORTEX IS SPECIFIED. FOR THIS SAME REASON, WE ALSO LACK UNDERSTANDING OF MANY ASPECTS OF HURRICANE INTENSIFICATION. TO COMBAT THIS PROBLEM, SOPHISTICATED DATA ASSIMILATION METHODS ARE NOW BEING TESTED TO INITIALIZE TROPICAL CYCLONES. LIKEWISE, WE PROPOSE FUNDING FOR A SERIES OF EXPERIMENTS IN WHICH AN ENSEMBLE KALMAN FILTER (ENKF) WILL ASSIMILATE NEW DATA TAKEN FROM ABOARD NASA'S GLOBAL HAWK UNMANNED AERIAL SYSTEMS. THE GLOBAL HAWKS WILL FLY DURING THE HURRICANE AND SEVERE STORMS SENTINEL PROJECT (HS3), WHICH IS A FIVE-YEAR NASA EFFORT TO INVESTIGATE HURRICANES IN THE ATLANTIC OCEAN BASIN. THE FIRST EXPERIMENTS WILL USE SIMULATED DATA TO ADDRESS A NUMBER OF FUNDAMENTAL QUESTIONS. WE FIRST WISH TO COMPARE THE POTENTIAL IMPACT OF THE GLOBAL HAWK OBSERVATION SYSTEM TO OTHER AVAILABLE OBSERVATIONS. FURTHERMORE, THESE EXPERIMENTS CAN HELP TO ASSESS THE MOST USEFUL FLIGHT TRACKS AND INSTRUMENTS FOR ACCURATE ANALYSES. ULTIMATELY, THESE RESULTS CAN BE VERY INSIGHTFUL FOR FLIGHT PLANNING PURPOSES DURING HS3 AND OTHER FUTURE SCIENCE MISSIONS. SUBSEQUENT TO THE DATA-GATHERING MISSION, SUCCESSIVE ENKF EXPERIMENTS WILL INVESTIGATE THE BENEFIT OF ASSIMILATING REAL DATA GATHERED DURING HS3. EXAMINING FORECAST IMPROVEMENT AFTER ASSIMILATING THIS DATA WILL HELP THE BROADER SCIENTIFIC AND OPERATIONAL COMMUNITIES ASSESS THE VALUE OF SUCH AERIAL PLATFORMS FOR FUTURE OPERATIONAL FORECASTING OF TROPICAL CYCLONES. FURTHER INVESTIGATION INTO THE IMPACTS OF VARIOUS OBSERVATIONS WILL GIVE CONSIDERABLE INSIGHT INTO WHICH TYPES OF OBSERVATIONS ARE THE MOST USEFUL WHEN RESOURCES ARE LIMITED. FURTHERMORE, BECAUSE IT CAN COMBINE MULTIPLE DATASETS TO PRODUCE ACCURATE ANALYSES OF TROPICAL CYCLONES, THIS ENKF SYSTEM SHOULD GIVE THE COMMUNITY A MORE COMPLETE PICTURE OF TROPICAL CYCLONE INTENSITY CHANGE THAN CAN ANY SINGLE DATASET. THE OUTREACH PORTION OF THIS PROPOSAL ENCOMPASSES SIGNIFICANT INVOLVEMENT WITH THE SCIENCE, ENGINEERING, MATHEMATICS, AND AEROSPACE ACADEMY (SEMAA) AT MORGAN STATE UNIVERSITY (MSU). MSU IS A HISTORICALLY BLACK UNIVERSITY IN BALTIMORE, AND ITS SEMAA PROGRAM HAS A LONG HISTORY OF REACHING AN UNDERREPRESENTED POPULATION IN THE BALTIMORE METROPOLITAN AREA. THE INTENT OF SEMAA IS TO INCREASE PARTICIPATION AND RETENTION IN THE FIELDS OF SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS FOR STUDENTS IN GRADES K-12. FOR THIS PROPOSAL, CONSIDERABLE TIME WILL BE DEDICATED TO TEACHING SEMAA STUDENTS ABOUT HURRICANES USING EDUCATIONAL RESOURCES DEVELOPED BY NASA AND AVAILABLE AT THE MY NASA DATA WEBSITE. STUDENTS WILL ALSO LEARN ABOUT NASA'S HURRICANE RESEARCH ENDEAVOR, INCLUDING THE EXCITING NEW HS3 CAMPAIGN. SIMILAR DESCRIPTIVE PRESENTATIONS WILL ALSO BE GIVEN TO PARENTS AND OTHER FAMILY MEMBERS DURING MSU-SEMAA FAMILY CAF MEETINGS IN ORDER TO EDUCATE A BROADER COMMUNITY ABOUT NASA'S INVOLVEMENT IN EARTH SCIENCES. FINALLY, SLIGHTLY MORE ADVANCED AND TECHNICAL SEMINARS ABOUT HS3 WILL BE GIVEN TO MORGAN STATE UNIVERSITY STUDENTS TO ENCOURAGE THEM TO CONSIDER CAREERS WITH NASA. - $86,000 - Friday the 10th of July 2015

AN IMPORTANT ASPECT OF THE CASSINI MISSION AT SATURN, ONE WHICH CAN ONLY BE CARRIED OUT IN SITU BY AN ORBITING SPACECRAFT, HAS BEEN THE CHARACTERIZATION OF THE SOURCES, SINKS, AND DISTRIBUTION OF PLASMA WITHIN SATURN S MAGNETOSPHERE. WE WILL DETERMINE THE BASIC PROPERTIES (DENSITY, TEMPERATURE, AND BULK PROPERTIES) OF THE PLASMA DURING THE FIRST 22 ORBITS OF CASSINI BETWEEN 1 JULY 2004 AND 1 APRIL 2006, AND MODEL THE INTERACTIONS BETWEEN THE PLASMA AND NEUTRALS IN THE MAGNETOSPHERE. - $639,999 - Monday the 14th of September 2015
