THIS CONTRACT IS FOR COMPUTER SOFTWARE SERVICES. THE CONTRACTOR WILL ADHERE TO A DOCUMENTED ITERATIVE AND INCREMENTAL SOFTWARE DEVELOPMENT PROCESS THAT, AT A MACRO LEVEL, FIRST ESTABLISHES CORE REQUIREMENTS, THEN DEVELOPS A MODEL OF THE DESIRED BEHAVIOR, CREATES AN ARCHITECTURE, EVOLVES THE IMPLEMENTATION, AND FINALLY MANAGES POST-DELIVERY EVOLUTION. AT A MICRO LEVEL, ENGINEERS PRACTICE OBJECT ORIENTED DESIGN METHODOLOGY AND FOLLOW AN AGILE "RELEASE EARLY AND OFTEN" DEVELOPMENT CYCLE. IN CASES SUCH AS THIS, WHERE SPECIFIC APPLICATIONS SUCH AS NU-WRF ARE ADAPTED FOR EXECUTION ON FRONTIER AND THE M&SAAS EXTENSION, IT IS THE CONTRACTOR'S PRACTICE TO DESIGN AND BUILD ALL ASPECTS OF THE SOFTWARE TO BE EXTENSIBLE, SO THAT SUBSEQUENT APPLICATION ADAPTATION EFFORTS BENEFIT FROM CODE REUSE. OUR DEVELOPMENT PROCESS ALSO PRODUCES DOCUMENTATION ARTIFACTS THROUGHOUT A PROJECT'S LIFE-CYCLE, WHICH WILL COMPRISE THE BULK OF THE DOCUMENTATION PROVIDED FOR THIS PROJECT. IF RESOURCES PERMIT, WE ALSO HOPE TO DEVELOP ADDITIONAL DOCUMENTATION IN THE FORM OF VIDEOS SPECIFICALLY DESIGNED TO HELP STUDENTS RUN NU-WRF WITHOUT THE NEED FOR OUTSIDE ASSISTANCE. THE CONTRACTOR WILL PREPARE A COMPREHENSIVE PROJECT PLAN FOR THE PHASE III PROJECTS USING MICROSOFT PROJECT PROFESSIONAL PROJECT MANAGEMENT SOFTWARE PACKAGE. - $150,000 - Monday the 15th of July 2013

THIS SBIR PHASE 2 PROJECT WILL PRODUCE A SOFTWARE SERVICE INFRASTRUCTURE THAT ENABLES MOST MODELING AND SIMULATION (M&S) ACTIVITIES FROM CODE DEVELOPMENT AND COMPILATION TO RUNTIME EXECUTION AND COLLABORATION TO BE PERFORMED FROM A STANDARD WEB BROWSER ACROSS CLOUD- AND GRID-ENABLED COMPUTING RESOURCES. BY ADDRESSING THE SECURITY, SCALABILITY AND VIRTUALIZATION CHALLENGES THAT HAVE HERETOFORE PREVENTED SERVICE-CENTRIC M&S FROM BEING PRACTICAL, THIS FIRST-OF-ITS-KIND MODELING AND SIMULATION AS A SERVICE (M&SAAS) PLATFORM WILL ALLOW M&S USERS AND DEVELOPERS ALIKE TO AVOID MANY OF THE OBSTACLES THAT CURRENTLY CONFOUND THE DELIVERY, ACCESSIBILITY AND USABILITY OF TRADITIONAL, NON-SERVICE-ORIENTED M&S SOFTWARE.
