THE OBJECTIVE OF THIS PROCUREMENT COMMISSIONED BY THE NASA JSC ENGINEERING DIRECTORATE, PROPULSION AND POWER DIVISION WITH SYMMETRY RESOURCES INC IS TO COMPLETE DESTRUCTIVE AND NON-DESTRUCTIVE ANALYSIS OF TWO SIMILAR LITHIUM ION ELECTROCHEMICAL CELL DESIGNS. SUCCESSFUL CONTRACT PERFORMANCE WILL ENSURE AS-RECEIVED PRODUCTS MEET OR EXCEED PERFORMANCE AND UNIFORMITY SPECIFICATIONS ESTABLISHED BY THE ORIGINAL COMPONENT MANUFACTURER AS WELL AS PROVIDE A COLLECTION OF PERFORMANCE-MATCHED ASSETS AND A TECHNICAL BASIS ELECTROCHEMICAL CELL DESIGN APPLICABILITY ASSESSMENT IN THE INTENDED HUMAN SPACEFLIGHT BATTERY APPLICATION. TO MEET THESE GOALS, THE SUBJECT CONTRACT REQUIRES ANALYSES BE PERFORMED FOR BOTH CELL DESIGNS INCLUDING: RECEIVING INSPECTION; CAPACITY DISCHARGE VS TEMPERATURE, RATE, AND CYCLE NUMBER PERFORMANCE TESTING; SEAL INTEGRITY TESTING; AND SHORT CIRCUIT PERFORMANCE TESTING. THE ELECTROCHEMICAL CELLS WHICH FAIL TO PERFORM ACCORDING TO MANUFACTURER SPECIFICATIONS, OR PERFORM WITH VARIABILITY GREATER THAN THREE-SIGMA OF THE LOT AVERAGE FOR THE SAME CELL DESIGN, WILL BE REJECTED AND DISPOSITIONED FOR RECLAMATION. THE PERFORMANCE-MATCHING PROCESS PORTION OF THIS WORK PROVIDES TWO DISTINCT FUNCTIONS; IT SERVES TO DETECT CELLS WHICH MAY NOT HAVE ORIGINATED FROM THE CHOSEN MANUFACTURER S PRODUCT LINE OR SUFFERED A WORKMANSHIP FAILURE, WHILE ALSO PROVIDING A CULLED SUB-SET OF PERFORMANCE-MATCHED ASSETS FOR USE IN A HIGHLY RELIABLE AND LONG-LIFE HUMAN SPACEFLIGHT BATTERY DESIGN. FINALLY, SUCCESSFUL CONTRACT PERFORMANCE MAY PROVIDE SUFFICIENT TECHNICAL RATIONALE FOR COMPETITIVE DOWN-SELECT OF A SINGLE CELL DESIGN THEREBY PREVENTING THE NEED FOR FURTHER COMPETITIVE PERFORMANCE TESTING AT THE NEXT HIGHER ASSEMBLY LEVEL. THUS, SUCCESSFUL CONTRACT PERFORMANCE COMPLETES THE NECESSARY DESTRUCTIVE AND NON-DESTRUCTIVE ANALYSES REQUIRED TO INSURE AGAINST UNINTENTIONAL ACCEPTANCE OF COUNTERFEIT MATERIAL WHILE ALSO PERFORMANCE-MATCHING AVAILABLE ASSETS FOR USE IN HUMAN SPACEFLIGHT BATTERY DEVELOPMENT, AND PENDING CONTRACT TEST RESULTS, MAY PROVIDE SUFFICIENT RATIONALE TO COMPETITIVELY SELECT THE CHOSEN CANDIDATE CELL FOR USE IN THE BATTERY ASSEMBLY BASED ON SATISFACTION OF BATTERY SAFETY, PERFORMANCE AND LIFE CYCLE REQUIREMENTS. - $24,050 - Monday the 27th of August 2012
