TECHNICAL SUPPORT, MAINTENANCE AND UPGRADES TO THE DISTRESS ALERTING SATELLITE SYSTEM (DASS) THE DISTRESS ALERTING SATELLITE SYSTEM (DASS) IS A SEARCH AND RESCUE SYSTEM INTENDED TO AUGMENT THE EXISTING COSPAS-SARSAT SEARCH AND RESCUE SYSTEM. IT UTILIZES A BENT-PIPE REPEATER CARRIED ON THE SATELLITES OF THE GLOBAL POSITIONING SYSTEM (GPS) CONSTELLATION, WHICH ARE IN MID-EARTH ORBITS (MEO), TO RELAY 406 MHZ SEARCH AND RESCUE RADIO BEACONS WHICH CONFORM TO C/S T.001, THE SPECIFICATION FOR COSPAS-SAESAT 406 MHZ DISTRESS BEACONS. THE REPEATER FUNCTION HAS BEEN PROVIDED BY ENHANCING AN EXISTING GPS SATELLITE PAYLOAD. THE DASS GROUND STATION INCLUDES THE FOLLOWING SUBSYSTEMS: (1) A PROOF OF CONCEPT GROUND PROCESSOR SYSTEM, NOT INCLUDING THE ANTENNAS, IS INSTALLED IN BUILDING 25 AT GODDARD SPACE FLIGHT CENTER (GSFC) AND RECEIVES AND PROCESSES RELAYED BEACON MESSAGES THROUGH THE GPS SATELLITES. A REFERENCE BEACON IS INCLUDED IN THIS GROUND PROCESSOR STATION. (2) THE ANTENNA SYSTEM IS GOVERNMENT FURNISHED EQUIPMENT. THE FOUR 4.27M DIAMETER DISH ANTENNAS WERE INSTALLED ON THE ROOF OF BUILDING 28 AT GSFC. THEY CAN RECEIVE BOTH L BAND (1544 -1545 MHZ) FROM POES AND GOES SATELLITES AND S BAND (2226 MHZ) SIGNALS FROM GPS SATELLITES WITH DASS REPEATERS. BOTH LEFT HAND AND RIGHT HAND CIRCULAR POLARIZATIONS ARE SUPPORTED. THE ANTENNA SYSTEM TRACKS SATELLITES AND PROVIDES THE RESULTING RF SIGNALS TO THE FIBER OPTICS LINK AND THEN TO THE GROUND PROCESSOR SYSTEM BUILT BY TECHNO-SCIENCES, INC. (TSI). (3) A DEDICATED 2 KM IN LENGTH FIBER OPTICS LINK IS GOVERNMENT FURNISHED EQUIPMENT TO THE DASS GROUND STATION. ITS FUNCTION TO TRANSFER RF, CONTROL AND STATUS SIGNALS BETWEEN THE ANTENNAS ON THE ROOF OF BUILDING 28 AT GSFC AND THE TSI GROUND PROCESSOR STATION LOCATED IN BUILDING 25 AT GSFC. THE DASS GROUND STATION TERM WILL BE USED IN THE STATEMENT OF WORK (SOW) TO REFER TO THE GROUND PROCESSOR SYSTEM, THE ANTENNA SYSTEM AND THE USE OF THE FIBER OPTICS SYSTEM. THE FIBER OPTICS LINK IS NOT INCLUDED IN THE SCOPE OF THIS CONTRACT. TYPICAL WORK UNDER TASKS WILL INCLUDE: (1) TECHNICAL SUPPORT TO THE DASS GROUND PROCESSOR STATION (2) MAINTENANCE OF THE DASS GROUND PROCESSOR STATION. (3) MODIFICATIONS/UPGRADES TO THE DASS GROUND PROCESSOR STATION (4) MANAGEMENT OF THE MAINTENANCE AND UPGRADES/MODIFICATION OF THE ANTENNAS. MATERIALS AND PARTS MUST BE OF THE BEST COMMERCIAL QUALITY. THE EQUIPMENT MUST MEET THE PERFORMANCE REQUIREMENTS OF THE TASK SPECIFICATION WITHOUT MAKING SPECIAL ADJUSTMENTS FOR ANY ONE PARAMETER. STANDARD COMMERCIALLY AVAILABLE PARTS MUST BE USED WHEREVER POSSIBLE. - $449,985 - Thursday the 26th of July 2012
