THE IDAHO, MONTANA, UTAH - SUMMER OF INNOVATION (IMU-SOI) PROGRAM WILL BRING NASA-CENTERED STEM EDUCATION TO MIDDLE SCHOOLS WITH HIGH POPULATIONS OF STUDENTS FROM UNDERREPRESENTED GROUPS, PRIMARILY NATIVC AMERICAN, HISPANIC, AND/OR LOW-INCOME STUDENTS. THESE PROGRAMS WILL BE BASED ON THE NASA THEMES OF SPACE EXPLORATION, AERONAUTICS, AND EARTH SCIENCE. THE TARGET LOCATIONS WILL BE SCHOOLS ON THE TRIBAL RESERVATIONS IN THE THREE STATES AS WELL AS THREE LOCATIONS IN SOUTHERN IDAHO THAT HAVE A LARGE POPULATION OF LATINO STUDENTS. TEACHERS FROM THESE LOCATIONS WILL ALSO BE EQUIPPED WITH TOOLS THAT WILL HELP ENHANCE THEIR STEM CURRICULA ALONG WITH HELPING ADDRESS THE UNIQUE CHALLENGES ASSOCIATED WITH WORKING WITH THEIR RESPECTIVE STUDENTS POPULATIONS. PARTNERS IN STEM EDUCATION HAVE ALSO BEEN IDENTIFIED TO SUSTAIN THE SUCCESS OF THE SUMMER PROGRAMS INTO THE ACADEMIC YEAR AND BEYOND. THE GOALS OF IDAHO'S SUMMER OF INNOVATION ARE THE SAME AS NASA'S EDUCATION GOALS: STRENGTHEN THE NATION S FUTURE WORKFORCE, ATTRACT AND RETAIN STUDENTS IN STEM DISCIPLINES, AND ENGAGE AMERICANS IN NASA'S MISSION. THE OBJECTIVES TO ACCOMPLISH THESE GOALS ARE AS FOLLOWS: DEVELOP AN INTENSIVE, INNOVATIVE, SUMMER PROGRAM THAT INFUSES NASA CONTENT AND PRODUCTS THAT WILL ENGAGE MIDDLE/JR.HIGH STUDENTS, TEACHERS, PARENTS, AND THE COMMUNITY; TARGET UNDERREPRESENTED GROUPS, PRIMARILY NATIVE AMERICAN AND LATINO/A AND LOW-INCOME STUDENTS IN IDAHO, MONTANA, AND UTAH; DEVELOP STRATEGIES THAT GUIDE STUDENTS FROM THE SOL PROGRAM INTO PARTNER STEM PROGRAMS THAT WILL HELP SUSTAIN STUDENT'S PROGRESS IN STEM THROUGH MIDDLE/JR. PARTNERSHIPS WITH OTHER STEM-BASED PROGRAMS THAT ARE CURRENTLY OFFERED THROUGH OUR AFFILIATES AND OTHER ENTITIES WIN BE ESSENTIAL TO THE SUCCESS OF THIS INITIATIVE AND SEEING STUDENTS CONTINUE IN THE STEM FIELDS. THE SUMMER OF INNOVATION IS NOT INTENDED TO COMPETE WITH THESE PROGRAMS, BUT RATHER TO COMPLEMENT THE EFFORTS THAT HAVE ALREADY BEEN ESTABLISHED. PROGRAMS THAT COMPLEMENT THE SOI INCLUDE ROBOTICS PROGRAMS SUCH AS GEAR UP, IDAHO TECH AND FIRST, THE IDAHO SCIENCE AND AEROSPACE SCHOLARS (ISAS) PROGRAM, UPWARD BOUND, STEM SUMMER PROGRAMS OFFERED BY THE DISCOVERY SCIENCE CENTER OF IDAHO, PALOUSE DISCOVERY SCIENCE CENTER, AND THE IDAHO MUSEUM OF NATURAL HISTORY. THE ENTIRE PROGRAM WILL INFUSE NASA CONTENT AND EDUCATIONAL RESOURCE MATERIALS TO PROVIDE TANGIBLE EXAMPLES OF HOW THE CONCEPTS THEY LEARN HAVE A DIRECT APPLICATION TO NASA. EXAMPLES OF TEACHING MATERIAL FROM THE NASA EDUCATION WEBSITE THAT WILL BE INCORPORATED INTO BOTH THE STUDENT AND TEACHER PROGRAM INCLUDE: "EXPLORING SPACE THROUGH ALGEBRA: SPACE SHUTTLE ASCENT , "ROCKETS EDUCATOR GUIDE", "GETTING DIRTY ON MARS", AND "SPACE MATH I.I! THE OUTCOMES OF THE PROGRAM WILL INCLUDE THE FOLLOWING: PARTICIPATING TEACHERS WIN INCORPORATE THE IMU-SOI STRATEGIES INTO THEIR TEACHING; PARTICIPATING STUDENTS' INTEREST AND ATTITUDES TOWARDS STEM SUBJECTS WILL IMPROVE AND THEY WILL SEE THEMSELVES AS CAPABLE LEARNERS OF STEM SUBJECTS; 80% OF STUDENT PARTICIPANTS WHO BEGIN HIGH SCHOOL WILL TAKE CLASSES IN MATH AND SCIENCE EACH SEMESTER; AND 80% OF THE STUDENT PARTICIPANTS WILL BE INVOLVED IN AT LEAST ONE OFTHE STEM PARTNERING PROGRAMS IN THE FUTURE. THESE WOULD INCLUDE, BUT ARE NOT LIMITED TO, GEAR UP, ISAS, INSEP, FIRST, IDAHO TECH, UPWARD BOUND, AND PACE. THE IMU-SOI IS A BALANCED COMBINATION STEM EDUCATION, HANDS-ON ACTIVITIES, AND EXPERIENCED BASED LEARNING FOR BOTH STUDENTS AND TEACHERS. THROUGH THESE SESSIONS, THROUGH THE TEACHERS IN FUTURE CLASSES, AND THROUGH THE FOLLOW-UP ASSESSMENT ACTIVITIES, STUDENTS WILL EXPERIENCE THE RELEVANCE OF STEM CONCEPTS TO NASA'S CURRENT AND FUTURE WORK AND BECOME EXCITED ABOUT SCIENCE AND MATH THAT WILL CONTINUE THROUGH HIGH SCHOOL AND BEYOND. SATURN'S MOON ENCELADUS HAS BEEN REPEATEDLY TARGETED BY THE ONGOING CASSINI MISSION AS A RESULT OF THE DISCOVERY OF ACTIVE GEYSERS EMANATING FROM THE SOUTH-POLAR TERRAIN (SPT), WHICH HAS BEEN THE RESEARCH FOCUS IN RECENT WORK AND HINTS AT A COMPLEX TECTONIC HISTORY IN THE REGION. HOWEVER, THERE HAVE BEEN FEW DEVELOPMENTS IN THE ANALYSIS OF CASSINI MISSION DATA TO UNRAVEL THE GEOLOGIC HISTORY OF THE REST OF THE MOON'S SURFACE. DIVERSE FRACTURE TYPES COVER THE LEADING AND TRAILING HEMISPHERES NORTH OF THE SPT, FORMING COMPLEX PATTERNS THAT ARE SPATIALLY HETEROGENEOUS AND DEFINE DISTINCT TERRAINS THAT DIFFER FROM THEIR NEIGHBORS. THE IMPLICATION IS THAT THESE TERRAINS ARE COMPRISED OF A RANGE OF SURFACE DEFORMATION FEATURES THAT INFORM OF DISPARATE STRESS CONDITIONS IN DIFFERENT PARTS OF THE ICE SHELL DURING ITS TECTONIC HISTORY. ODDLY, THE DETAILED FRACTURE CHARACTERISTICS, ORIENTATIONS, KINEMATICS, FORMATION HISTORIES, FORMATION MECHANISMS, AND SPATIAL PATTERNS OF THESE DEFORMATION STRUCTURES HAVE NOT BEEN ADEQUATELY ANALYZED IN CASSINI DATASETS. NO PATTERN OF STRESS HISTORY HAS BEEN ASCERTAINED FROM FRACTURE TYPES TO RELATE TO A CAUSAL STRESS FIELD (WHETHER GLOBAL OR REGIONAL). IN FACT, THERE IS NO FUNDAMENTAL CLASSIFICATION SCHEME FOR THE RANGE OF TECTONIC FEATURES ON ENCELADUS'S SURFACE, MEANING THERE IS NO INTERNALLY CONSISTENT FOUNDATION FOR A RIGOROUS STRUCTURAL ANALYSIS OF THIS MOON. A SIMILAR PROBLEM EXISTS FOR DIONE, WHICH IS ALSO PERVASIVELY FRACTURED, ALBEIT WITH SEEMINGLY LESS DIVERSITY OF FEATURES THAN ENCELADUS, AND COULD POTENTIALLY BE TECTONICALLY ACTIVE. UNTIL A CLASSIFICATION SCHEME IS DEVELOPED TO PROVIDE A COMMON LANGUAGE FOR IDENTIFYING DEFORMATION FEATURES ON ENCELADUS AND DIONE, THERE CAN BE NO GLOBAL UNDERSTANDING OF THE TECTONIC HISTORY. FEATURE CLASSIFICATION IS THUS A VITAL NEXT STEP IN ENCELADUS RESEARCH AND WILL BE THE LINCHPIN OF THE WORK PROPOSED HERE. THE CLASSIFICATION SCHEME WILL DRAW UPON COMPARATIVE PLANETOLOGY, USING THE DETAILED ICE DEFORMATION FEATURE CLASSIFICATION SCHEMES FOR EUROPA AND GANYMEDE AS A GUIDE FROM WHICH TO ELABORATE SIMILARITIES AND DIFFERENCES TO SURFACE FEATURES ON ENCELADUS AND DIONE. FROM THIS CLASSIFICATION, SPECIFIC RESEARCH PROBLEMS RELATED TO THE TECTONIC HISTORY OF ENCELADUS (AND TO A LESSER EXTENT, DIONE) WILL BE OUTLINED AND EXPLORED, INCLUDING: (1) POTENTIAL RELICT TIGER STRIPE TERRAINS; (2) TARGETED FRACTURE MAPPING/STRESS HISTORY ANALYSIS WITHIN HEAVILY FRACTURED TERRAINS; AND (3) THE FORMATION OF TECTONIC PIT CHAINS, THEIR RELEVANCE TO TECTONIC ACTIVITY IN CRATERED TERRAINS, THEIR IMPLICATIONS FOR DETERMINING REGOLITH DEPTH DISTRIBUTIONS, AND THE CONSEQUENCES FOR CRATER MANTLING. THE PROPOSED WORK IS RELEVANT TO NASA'S STRATEGIC GOALS AND RESEARCH OBJECTIVES, INCLUDING: "ADVANCE SCIENTIFIC KNOWLEDGE OF THE ORIGIN AND HISTORY OF THE SOLAR SYSTEM" AND "LEARN HOW THE SUN'S FAMILY OF PLANETS AND MINOR BODIES ORIGINATED AND EVOLVED" BY ELUCIDATING THE GEOLOGIC HISTORY OF SATURN'S ICY MOONS WITH A COMPARATIVE PLANETOLOGY APPROACH THAT CONSIDERS SIMILARITIES AND DIFFERENCES TO THE EVOLUTION OF JUPITER'S GALILEAN SATELLITES. THE PROPOSED WORK ALSO DOVETAILS WITH THE CDAPS PROGRAM GOALS TO "ENHANCE THE SCIENTIFIC RETURN OF THE CASSINI MISSION BY BROADENING THE SCIENTIFIC PARTICIPATION IN THE ANALYSIS AND INTERPRETATION OF THE DATA RETURNED BY THE MISSION" (THE PI IS NOT A CASSINI PARTICIPATING SCIENTIST BUT IS CONTRIBUTING TO THE ANALYSIS OF CASSINI DATA). HOWEVER, ACCURATE AND RELIABLE ESTIMATES OF EVAPOTRANSPIRATION FROM THE EARTH S SURFACE HAVE BEEN PROVEN DIFFICULT TO OBTAIN DUE TO A VARIETY OF FACTORS, ESPECIALLY IN REAL TIME. TO HELP ADVANCE THE DEVELOPMENT OF REMOTE SENSING TOOLS AND TECHNOLOGIES TO PROVIDE MORE RELIABLE ESTIMATES OF EVAPOTRANSPIRATION, A WORKSHOP WAS HELD ON APRIL 5, 6 AND 7, 2011 IN SILVER SPRING MARYLAND, ENTITLED "NASA-USDA EVAPOTRANSPIRATION WORKSHOP APRIL 2011." A FOLLOW ON CONFERENCE WAS HELD IN BOISE, ID ON OCTOBER 12 AND 13, 2011 THAT ENGAGED A BROADER RANGE OF WATER RESOURCE SCIENTISTS AND PROFESSIONAL IN THE APPLICATIONS OF REMOTE SENSED EVAPOTRANSPIRATION TECHNOLOGIES, AND IDENTIFIED ACTIONS THAT ARE NECESSARY TO MAKE THE CURRENT TECHNOLOGIES MORE FUNCTIONAL FOR USE BY WATER RESOURCE MANAGERS, PLANNERS AND REGULATORS. AN OUTCOME OF THIS CONFERENCE WAS AN IDENTIFIED NEED TO DEVELOP AN ANNUAL MEETING TO DISCUSS ADVANCES IN REMOTE SENSING OF EVAPOTRANSPIRATION TECHNOLOGY, AND TO BETTER UNDERSTAND THE LEGAL AND ADMINISTRATIVE FRAMEWORK THAT THIS TECHNOLOGY MUST BE USED IN.
