IGF::OT::IGF OTHER FUNCTIONS - THE CONTRACTOR SHALL CONDUCT AND MANAGE THE AIRMOSS INVESTIGATION TO PROVIDE A NEW NET ECOSYSTEM EXCHANGE (NEE) ESTIMATE FOR NORTH AMERICA WITH A REDUCED UNCERTAINTY THAT INCLUDES, BUT IS NOT LIMITED TO, THE FOLLOWING: PROVIDING HIGH-RESOLUTION OBSERVATIONS OF ROOT-ZONE SOIL MOISTURE (RZSM) OVER REGIONS REPRESENTATIVE OF THE MAJOR NORTH AMERICAN BIOMES QUANTIFYING THE IMPACT OF RZSM ON THE ESTIMATION OF REGIONAL CARBON FLUXES, AND UPSCALING THE REDUCED-UNCERTAINTY ESTIMATES OF REGIONAL CARBON FLUXES TO THE CONTINENTAL SCALE OF NORTH AMERICA. AIRMOSS RESPONDS DIRECTLY TO CHALLENGES SET DOWN BY THE NASA CARBON CYCLE SCIENCE AND THE NORTH AMERICAN CARBON PROGRAM. PROVIDE A DIRECT MEANS FOR VALIDATING RZSM ALGORITHMS FROM THE SOIL MOISTURE ACTIVE-PASSIVE (SMAP) MISSION AND ASSESSING THE IMPACT OF FINE-SCALE HETEROGENEITIES IN ITS COARSE-RESOLUTION PRODUCTS. THE CONTRACTOR SHALL PROVIDE AIRMOSS SCIENCE DATA PRODUCTS INCLUDING RZSM AT 100-150 M RESOLUTION, ESTIMATES OF RZSM AT FINE TIME SAMPLES THROUGH HYDROLOGIC DATA ASSIMILATION, ESTIMATES OF NEE AT 1 KM RESOLUTION THROUGH ECOSYSTEM DEMOGRAPHY MODELING, AND UPSCALED NORTH AMERICA NEE ESTIMATES AT 50 KM RESOLUTION. THE INVESTIGATION WILL CONCLUDE WITH A NEW ESTIMATE OF NORTH AMERICAN NEE AND A QUANTITATIVE ASSESSMENT OF THE REDUCED UNCERTAINTY. THE CONTRACTOR SHALL SUBMIT FLIGHT REQUESTS THROUGH JPL TO DFRC TO INTEGRATE AND FLY THE ULTRA-HIGH FREQUENCY (UHF) SYNTHETIC APERTURE RADAR (SAR) ON THE GULFSTREAM III (G III), OR COMPATIBLE AIRCRAFT, TO DERIVE RZSM INTEGRATED OVER A DEPTH OF APPROXIMATELY 1.2 M FROM THE SURFACE AND THROUGH SUBSTANTIAL VEGETATION CANOPIES. THE SAR DATA WILL BE COLLECTED BY JPL DURING THE FIGHT CAMPAIGNS. THE SAR WILL BE FLOWN ON A GULFSTREAM-III (G-III), OR COMPATIBLE, AIRCRAFT OVER THE NINE MAJOR BIOMES OF NORTH AMERICA. THE AIRCRAFT WILL BE PROVIDED BY THE AIRBORNE SCIENCE PROGRAM AND NASA DFRC WILL BE RESPONSIBLE FOR AIRMOSS FLIGHT SUPPORT. THE CONTRACTOR SHALL CONDUCT SURVEYS OVER 50 KM 50 KM REGIONS CENTERED AT FLUXNET TOWER SITES WITHIN THE MAJOR BIOMES. THE CONTRACTOR SHALL COORDINATE WITH THE AIRBORNE SCIENCE PROGRAM TO DEVELOP AND IMPLEMENT FLIGHT PLANS TO PROVIDE MEASUREMENTS EXPECTED TO BE AT 100 M SPATIAL RESOLUTION AND AT SUBWEEKLY, SEASONAL, AND ANNUAL TIME SCALES. - $851,040 - Friday the 3rd of May 2013
