    THE PRIMARY OBJECTIVE OF THE PROPOSED WORK IS TO CONDUCT ALGORITHM DEVELOPMENT TO INTRODUCE NEW MODIS AND SEAWIFS DATA PRODUCTS FOR COLORED DISSOLVED ORGANIC MATTER (CDOM) ABSORPTION COEFFICIENT (A_CDOM), CDOM SPECTRAL SLOPE (S_CDOM) AND DISSOLVED ORGANIC CARBON (DOC) THAT WILL YIELD NEW ALGORITHM THEORETICAL BASIS DOCUMENTS (ATBD) FOR PEER REVIEW. FOR THE A_CDOM AND S_CDOM ALGORITHMS, WE WILL EXPAND OUR EXISTING EMPIRICAL BAND RATIO ALGORITHMS VALIDATED FOR THE COASTAL OCEAN ALONG THE NORTHEASTERN U.S. (ET AL. 2008) TO THE GLOBAL OCEAN BY APPLYING OUR OWN DATASETS AND MEASUREMENTS FROM OTHER SOURCES SUCH AS THE NOMAD SEABASS DATABASE. WE WILL ALSO APPLY SEVERAL MACHINE LEARNING APPROACHES, INCLUDING NEURAL NETWORK ANALYSIS, SUPPORT VECTOR MACHINES AND GAUSSIAN PROCESS MODELS, TO DEVELOP GLOBAL ALGORITHMS FOR DOC, A_CDOM AND S_CDOM USING OUR DATASETS, THE HANSELL/CARLSON DOM DATA COLLECTION, THE NOMAD SEABASS DATABASE AND OTHER DATA SOURCES. THE MACHINE LEARNING APPROACHES WILL BE TRAINED USING CURRENTLY AVAILABLE FIELD DATA AND COINCIDENT MODIS AND SEAWIFS REMOTE SENSING REFLECTANCES (RRS) AND MODIS SEA-SURFACE TEMPERATURES. RIGOROUS QUANTITATIVE ASSESSMENT OF THE MACHINE LEARNING AND BAND-RATIO ALGORITHMS WILL BE APPLIED TO DETERMINE THE BEST PERFORMING ALGORITHMS FOR OUR STUDY. THE GLOBAL MODIS-AQUA, -TERRA AND SEAWIFS OCEAN COLOR TIME SERIES FOR EACH PRODUCT WILL BE COMPUTED AT MONTHLY INTERVALS FROM 1997-2012 TO EXAMINE REGIONAL AND GLOBAL LONG-TERM TRENDS IN DOC, A_CDOM, AND S_CDOM. CONDUCT ALGORITHM DEVELOPMENT AND EVALUATION (STATISTICAL ANALYSES, TAYLOR DIAGRAMS, ETC.) FOR MULTIPLE OCEAN COLOR SATELLITE PRODUCTS (DISSOLVED ORGANIC CARBON, CDOM ABSORPTION COEFFICIENT, CDOM SPECTRAL SLOPE) USING VARIOUS MACHINE LEARNING APPROACHES, INCLUDING NEURAL NETWORK ANALYSIS, SUPPORT VECTOR MACHINES AND GAUSSIAN PROCESS MODELS. IF THESE APPROACHES DO NOT YIELD GOOD RESULTS, THEN WE COULD HAVE YOU APPLY SOME OTHER APPROACHES (SEMI-ANALYTICAL APPROACHES BASED ON ITERATIVE ESTIMATION OF THE ABSORPTION AND BACKSCATTER CONSTITUENTS OF THE OCEAN). THE CODE FOR THE MACHINE LEARNING TECHNIQUE THAT YIELDS THE BEST RESULTS WOULD BE TRANSFERRED TO MY PROGRAMMER FOR SATELLITE DATA ANALYSIS OF MODIS AQUA AND SEAWIFS.

    THE COUPLED ION NEUTRAL DYNAMICS INVESTIGATION (CINDI) IS A NASA MISSION OF OPPORTUNITY THAT ISABOARD THE AIR FORCE COMMUNICATIONS/NAVIGATION OUTAGE FORECAST SYSTEM (CINOFS) SATELLITE. LAUNCHED IN APRIL 2008 INTO A LOW LATITUDE ORBIT WITH 13 INCLINATION AND SPANNING THE ALTITUDE RANGE FROM 401 KM TO 867 KM, CINOFS IS IDEALLY SITUATED TO EXAMINE THE CRITICAL ELECTRODYNAMICS OF THE REGION DURING A SOLAR MAXIMUM PERIOD. UNFORTUNATELY, DUE TO DELAYS IN THE CINOFS LAUNCH ASSOCIATED WITH THE INTEGRITY OF SATELLITE SUBSYSTEMS, CINDI WAS LAUNCHED IN THE DEEPEST AND LONGEST SOLAR MINIMUM PERIOD EXPERIENCED IN THE LAST 50 YEARS. THIS CIRCUMSTANCE HAS CHANGED THE INITIAL SCIENCE EMPHASIS OF THE CINDI MISSION TO DISCOVER THE BEHAVIOR OF THE IONOSPHERE DURING SUCH EXTREMELY LOW SOLAR ACTIVITY, AND HAS REVEALED MANY REMARKABLE PROPERTIES THAT CHALLENGE OUR UNDERSTANDING. FOR EXAMPLE, DURING THIS PERIOD CINDI HAS ESTABLISHED THE FOLLOWING NEW PROPERTIES OF THE QUIET TIME IONOSPHERE AND THERMOSPHERE: 1) CINDI HAS PROVIDED THE FIRST CONTINUOUS OBSERVATIONS OF THE O+IH+ TRANSITION HEIGHT, A PROXY FOR THE EFFECTIVE THICKNESS OF THE IONOSPHERE, ACROSS LOW LATITUDES AND AT ALL LOCAL TIMES. 2) CINDI HAS DESCRIBED THE CHARACTERISTICS OF LARGE-SCALE PLASMA DENSITY STRUCTURES IN THE TOPSIDE IONOSPHERE AT SOLAR MINIMUM THAT UNUSUALLY PEAK IN OCCURRENCE AFTER MIDNIGHT. 3) CINDI HAS ESTABLISHED THAT THE NIGHTTIME THERMOSPHERIC TEMPERATURE IS LESS THAN 600K AT SOLAR MINIMUM AND THAT THE DOMINANT SPECIES NEAR 400 KM IS NEUTRAL HELIUM. IN ADDITION TO THE PURSUIT OF THESE NEW SCIENCE OBJECTIVES, THE CINDI MISSION IS NOW POISED TO MAKE GOOD ON ITS ORIGINAL OBJECTIVES, BUT FROM A MUCH MORE ROBUST POSITION IN WHICH THE QUIET TIME BEHAVIOR OF THE LOW LATITUDE IONOSPHERE IS NOW WELL CHARACTERIZED. INDEED, PRESENTLY CINDI IS THE ONLY COMPONENT OF THE HELIOPHYSICS SYSTEM OBSERVATORY THAT WILL GATHER IN SITU MEASUREMENTS OF BOTH THE IONOSPHERIC AND THERMOSPHERIC MOTIONS DURING THE RISING SOLAR CYCLE, WHEN A FULL DESCRIPTION OF THE SOLAR RADIATIVE OUTPUT IS AVAILABLE FROM SDO AND THE STATE OF THE INTERPLANETARY MEDIUM IS SPECIFIED BY MEASUREMENTS FROM ACE. THUS, THE EXTENDED CINDI MISSION IS A UNIQUE OPPORTUNITY TO DISCOVER THE EVOLUTION OF THE RELATIVE CONTRIBUTIONS OF NEUTRAL DYNAMICS AND EXTERNALLY APPLIED POTENTIALS TO THE ELECTRODYNAMICS OF THE IONOSPHERE AND THE EFFECTS OF THESE DYNAMICS ON THE FORMATION AND EVOLUTION OF PLASMA STRUCTURES IN THE EQUATORIAL REGION. DURING THE UPCOMING PERIOD OF INCREASING SOLAR ACTIVITY WHICH COINCIDES WITH THE PROPOSED CINDI EXTENDED MISSION FROM 2011-2014, CINDI MEASUREMENTS WILL ADDRESS FUNDAMENTAL QUESTIONS CONCERNING: (1) HOW THE DAILY VARIABILITY IN THE UPPER ATMOSPHERE WIND SYSTEM IS RELATED TO VARIABILITY IN THE IONOSPHERIC ELECTRODYNAMICS; (2) HOW AND WHY THE IONOSPHERE AND THERMOSPHERE SUPERROTATE; (3) HOW THE ELECTRODYNAMICS OF THE IONOSPHERE EVOLVES WITH INCREASING SOLAR EUV FLUX AND ASSOCIATED INCREASES IN MAGNETIC ACTIVITY; AND (4) WHETHER VARIATIONS IN THE F-REGION NEUTRAL WIND CAN BE USED TO IMPROVE THE SPECIFICATION OF PLASMA IRREGULARITY OCCURRENCE AND INTENSITY. THE UNIQUE MEASUREMENT CAPABILITY AFFORDED BY CINDI'S STATE-OF-THE-ART INSTRUMENTS SQUARELY ADDRESSES A NUMBER OF RESEARCH FOCUS AREAS (RFA) THAT APPEAR IN THE RECENTLY DEVELOPED HELIOPHYSICS ROADMAP FOR SCIENCE AND TECHNOLOGY.
